Plumber in Interlaken, CA: Sewered or Septic, and What That Changes at Sale and at Repair

A backup, a house about to sell, or a heater that has quit. In Interlaken the answer starts with whether you are on a sanitary district or a septic tank.

In Interlaken the first question is sewer or septic

Interlaken is an unincorporated community in Santa Cruz County, about three miles from downtown Watsonville and City Plaza, at 350 Main St, and near Pinto Lake and Pinto Lake City Park, at 451 Green Valley Road. It has no city hall. The County, and in places a sanitary district, set the rules that touch a plumbing job.

Some homes in the area connect to a public sewer and some do not, and the sources reviewed for this page do not say which streets are which. The Salsipuedes Sanitary District says its service area covers about 800 acres and 457 parcels, and that the City of Watsonville treats the sewage under contract. Its own history page says an earlier Interlaken County Sanitation District served the area and was dissolved after Salsipuedes formed in 1965.

The Water Board says the Amesti neighborhood of Pinto Lake uses septic systems. That is one neighborhood, not all of Interlaken. Do not assume your street matches it.

Find out which you are on: look for a sewer bill or district notice in your mail, and look in the yard for a septic tank lid. If you find neither, call the district at (831) 722-7760 and ask whether your address is inside its boundary.

If your house is on the sanitary district

Call the district at (831) 722-7760 for a main line problem. Tell them where sewage is surfacing, when it started and whether other houses on the street have the same trouble. A backup that stays inside the house, with the street clear, is a plumber's call to start.

One slow fixture points to a local clog. Several fixtures that gurgle together, or a floor drain that backs up, point to a stoppage down the line, and cabling out a stoppage is where the work starts. A camera run from the cleanout shows whether the stoppage is in your lateral or past the property line.

The sources reviewed for this page do not say who owns the lateral in the district, or whether a sale triggers a sewer inspection. Ask the district in writing before you pay for a lateral repair, and keep the answer with your house records.

If your house is on a septic tank

The County requires that a septic system be serviced and inspected before a property is sold. Its point-of-sale sheet says the inspection report must be dated within six months of the close of escrow, and it cites Section 7.38.216 of the County's Sewage Disposal Ordinance, effective July 1, 2023. Another County page gives a twelve-month limit for the pumping report, so ask Environmental Health which one applies to your sale.

If the system fails, the County says it must be repaired under permit before the sale, or the buyer can take the repair on. The buyer then has 30 days to apply for the permit and 90 days to finish. Repairs and upgrades to a septic system go through Environmental Health at (831) 454-2022.

This business does not do septic tank or leach field work. A failed inspection sends that repair to a septic contractor. We can still help with the plumbing inside the house, and with a drain line that backs up before the tank.

Where Interlaken sits: unincorporated, County permits apply

Interlaken lies northeast of Watsonville, close to Pinto Lake, in the foothills above the Pajaro Valley. It is unincorporated and answers to the County for building permits.

Rules on this page belong to the County of Santa Cruz and the sanitary district. They do not apply to an address inside the City of Watsonville.

Pinto Lake and a failing septic system

The Water Board's report on Pinto Lake says reducing phosphorus loading is expected to reduce the frequency and severity of cyanobacteria blooms. It also tells owners of failing septic systems near the lake to call County Environmental Health at (831) 454-2022.

That is a reason to act on the early signs. A toilet that drains slowly, a soggy patch over the tank, or sewage odor in the yard are all reasons to call, and high-pressure line cleaning for stubborn buildup describes the drain symptoms that come first.

A water heater swap is a separate matter. The County says a plumbing permit is required to replace a water heater. Planning handles it at (831) 454-2580.

Who supplies your water in Interlaken? Check your bill

Your water bill names your provider. The City of Watsonville says its service area reaches into unincorporated parts of the County, which does not settle whether your street is included. If you get no water bill, you may be on a private well.

The groundwater basin under the Pajaro Valley is designated critically overdrafted, and the City's plan says seawater intrusion raises groundwater salinity. That is a basin-wide statement and not a measurement at your tap.

If the meter keeps turning with every fixture off, the loss is on your side, and locating a leak inside a wall covers how a plumber pins it down. If a floor is already wet, water damage restoration after the leak describes the drying work.

Water heater and pipe work in an older house

The County permit page covers any plumbing, gas or drainage piping, fixture or water heating equipment that is installed, altered, repaired or replaced, with exemptions for stopping a leak and clearing a stoppage. It does not use the word repipe, so call Planning and ask how a whole-house job is treated.

Ask the installer who applies for the permit and when the inspection happens. Confirm the new tank will be braced, anchored or strapped, as California Health and Safety Code 19211 requires.

When a tank leaks, a replacement tank covers what to settle before install day. For a whole-house pipe job, read repiping an older house.

Before you call: sewer bill or tank lid, and the date of any sale

Give the street address and say whether you pay a sewer bill or have a septic tank. Say whether the trouble is inside the house or in the yard. Say whether a sale is pending and when it closes.

This page describes the place and the rules that apply to it. It does not promise that any address is covered. The person who answers will confirm your address before anything is scheduled.
