Plumber in Pacific Grove, CA: When the City Requires a Camera Look at Your Lateral

A house going to market, a remodel with a permit, or a backup that reached the street. In Pacific Grove the City decides when the sewer lateral has to be inspected and by when.

Four events that require a camera inspection of your lateral

Pacific Grove puts the sewer lateral squarely on the owner. Its municipal code says all laterals from the building wall to the connection to the sewer main are the property of the owner of the connected building, and owners must maintain the lateral in a fully functioning condition at their own expense.

The code also requires a closed-circuit television inspection, prepared by a licensed plumber, in four situations. Knowing them in advance prevents a surprise at the permit counter or at closing.

EventWhat the City requires
New structure on a property with an existing lateralAn inspection and report
A major building remodelAn inspection as a condition of approval
Sale or other transfer of ownershipAn inspection before the close of escrow
An overflow that reaches public property or threatens public healthAn inspection when the City finds it

The code's default deadline for the inspection and report is 60 days.

What the City counts as a defective lateral

A lateral is defective under the code when the camera shows displaced joints, root intrusion, substantial deterioration of the lines, a damaged cleanout or a defective cleanout. Two or more blockage overflows in a year also qualify.

If the inspection finds a defect, the owner repairs it at the owner's sole expense, and the code sets 60 days unless the Public Works director sets a different deadline. The owner must obtain a building permit and, where it applies, an encroachment permit.

Ask the plumber to give you the footage and to mark each defect by distance from the cleanout. That lets you compare repair bids for the same pipe. lateral repair after a failed inspection explains repair choices, and trenchless lining for a cracked pipe explains lining as an alternative to digging.

Paying for the repair: the City loan program

Pacific Grove runs a private sewer lateral loan program. The City's page says loans are deferred until title transfer or sale, and that they are limited to budgeted funds and eligibility criteria. The page lists no phone number.

Ask the City Community Development office, at (831) 648-3191, whether funds are open before you sign a contract. A repair that begins before approval may not qualify.

Keep the inspection report, the permit and the final invoice. The loan, the sale and the permit all ask for them.

Selling a Pacific Grove house: the order of events

Because the inspection comes before the close of escrow, the order of steps matters. A typical sequence looks like this.

  1. Order the camera inspection as soon as the house is listed or an offer is likely.
  2. Ask for the report and the footage, with each defect marked by distance from the cleanout.
  3. If there is a defect, get bids for the repair and decide who pays, the seller or the buyer, in writing.
  4. Obtain the building permit, and an encroachment permit if the work reaches the street, before digging.
  5. Keep the final inspection record and the invoice with the sale paperwork.

The code's 60-day default is a useful planning number, but confirm the deadline for your property with the City, since the director can set a different one.

Roots, joints and the camera footage

Root intrusion and displaced joints are both named in the code as defects. Roots enter at a joint and thicken over the years, and a cable clears them only until they grow back.

If the footage shows roots at a joint, ask whether cutting them is a short-term fix or whether the pipe needs lining or replacing. Ask the plumber to tell you how far along the line each root or offset sits, so the repair can be bid for the same section by every contractor.

A valve the Public Works director can require

The code says approved backflow valves may be required by the director of public works, installed in the lateral at the point of lowest elevation. It also makes an owner without a required valve, or with a defective one, responsible for resulting damage.

Ask Public Works at (831) 648-5722 whether your property is subject to the requirement. Do not assume you are covered or exempt.
