Plumber in Monterey, CA: The Residential Property Inspection, Lateral Repairs and Water Rebates

A house going to market, a heater that has quit, or a sewer backup at the curb. In Monterey the City sets the rules for each, and the sale comes with an inspection.

Selling a Monterey home: the lateral inspection comes with the sale

In Monterey the sewer lateral is part of the sale. The City requires a Residential Property Inspection before the close of escrow or transfer of title for residential property, and the sewer lateral inspection is part of what it calls its mandatory Sanitary Sewer Lateral Inspection and Repair Program. The City says the program began January 1, 2019.

The owner maintains the lateral, and the City's inspection form says that includes the connection to the City main. The City's form is completed by a plumbing contractor who performs the inspection. If the camera shows a defect, the repair is the owner's to arrange.

Order the inspection as soon as you list, not the week before closing. A camera look takes little time, but a repair needs a permit, a visit from the Building Division and a crew that can dig, and none of those can be rushed. If the buyer's agent asks for a copy of the report, the seller usually has to supply it, so keep the form where you can find it.

Order the inspection early. A defect found late can hold up a closing, and what a lateral repair involves explains what a repair involves.

Ask the contractor: whether you will see the footage, whether the City's form will be filled in for you, and what the form says if the lateral fails.

Exemptions: when you may not need a new inspection

The City's form lists exemptions. Check each one against your own house before relying on it.

SituationWhat the City form says
Lateral replaced recentlyExempt if it was completely replaced within the last 10 years and a permit is on file
Lateral inspected recentlyExempt if it was inspected and met City standards within the prior one-year period
CondominiumsExempt, according to the City page

A permit on file means the replacement was permitted at the time. If you cannot find the paperwork, the Building Division at (831) 646-3890 can tell you what is on record.

A sewer overflow or backup: who to call

The City publishes numbers for a sewer overflow: (831) 646-3921 during business hours and (831) 646-3914 after hours, with 911 available at any time. The City says to hire a plumber right away for a spill contained on private property.

The City maintains the public mains and the owner maintains the lateral. A backup that stays inside the house is a plumber's call, and the first question is whether the blockage is at one fixture or down the line. clearing the line behind a backup covers the first steps.

A slow drain in one sink is not a lateral problem. A toilet that gurgles when the washer drains, or a floor drain that bubbles, points the other way. Tell the person who answers which fixtures are affected, because that decides whether to send a drain crew or a camera first.

Before any digging, the City requires a sewer permit for lateral work. Its form says permits shall be obtained from the Building Division before work begins, and it names a full or partial lateral replacement, a cleanout and a spot repair among the work covered.

Monterey on the Peninsula

Monterey lies roughly twenty-three miles south of Watsonville in a straight line, on the Monterey Peninsula. It has its own building division, its own sewer program and its own code.

Rules on this page belong to the City of Monterey. They do not apply to a Watsonville address, and a neighbor in Pacific Grove or Seaside answers to a different city.

A water heater or new piping: the permit is named

The City's frequently asked questions page lists plumbing for water heaters and new piping, gas or water, among the work that needs a permit. It also says water heater replacement can be issued over the counter. Its kitchen and bath checklist says to contact the Building Division for repiping or water heater questions.

Ask the installer who applies for the permit and when the inspection happens. Confirm the new tank will be braced, anchored or strapped, as California Health and Safety Code 19211 requires.

When a tank leaks, replacement is the usual answer, and the water heater install itself covers what to settle first. When it only stops heating, a heater that stopped working explains which parts fail most often.

Water rebates from the district, when funds are open

The Monterey Peninsula Water Management District offers residential rebates for qualifying devices when funding is available. Its list includes an ultra-high-efficiency toilet, an instant-access hot water system and a smart flow meter with shut-off. The district's Permits and Conservation Office is at (831) 658-5601.

Do not assume a rebate is open just because it is listed. Funding runs out, and the rules for a device can change between the time you read about it and the day you buy it. A call to the district before you order the fixture takes a few minutes and avoids a surprise.

Check eligibility and funding before you buy, and before the plumber starts. A rebate usually requires that the device be on the district's qualifying list and that the paperwork is complete.

The pages on a toilet replacement and fixture work under the sink explain what those installs involve.

A wet floor or a meter that will not stop

California American Water is named on the City's conservation page, and its bill is the place to find the provider contact. Shut every fixture off and watch the meter. If it moves, water is escaping on your side.

Finding the leak without opening walls blindly is the point of locating a leak behind the wall. If a floor is already wet, a drying and extraction crew describes what drying involves.

If a pipe has burst, close the fixture valve and then the main, and read burst pipe repair steps while you wait.

Before you call: closing date, permit papers and cleanout

Give the street address and say whether a sale is pending and when it closes. Say whether you have paperwork showing a lateral replacement or inspection. Say whether the trouble is inside the house or at the curb.

This page describes the place and the rules that apply to it. It does not promise that any address is covered. The person who answers will confirm your address before anything is scheduled.
